e-Sword has been a beloved free Bible study workhorse for decades, and it still earns its reputation. The Windows desktop version is free and remarkably capable: parallel translations, Strong's numbers, commentaries, dictionaries, and study notes, all working together in a classic multi-pane layout. For a program that costs nothing to start, the study depth is impressive.

Its real superpower is the library ecosystem. A huge range of resources, many free and some paid, can be added to build a study setup tailored to you, and because everything runs locally it is fully offline and fast. The mobile apps, e-Sword LT and HD, bring much of that experience to iPhone and iPad for a small one-time price, with additional resources available in-app.
